A fair and effective dispute resolution mechanism is essential for fostering harmonious employment relations and ensuring productive enterprises.

Recognising this, the Cambodian government has undertaken various initiatives, including labour law reforms, the provision of conciliation services by the Ministry of Labour and Vocational Training (MoLVT), and the operation of the Arbitration Council (AC). Building on these efforts, experts shared their opinions on the need for a more advanced labour dispute prevention and resolution system, drawing on experiences from countries like Republic of Korea. This need was also recognised and agreed upon by Cambodia’s tripartite partners.

In response, the ILO, through the ILO/Korea Partnership Programme, is actively supporting Cambodia in strengthening its institutional capacities, improving dispute resolution procedures and promoting social dialogue. This initiative aims to enhance Cambodia’s labour dispute prevention and resolution mechanisms, while fostering social dialogue and building capacity among key stakeholders, including the MoLVT and the AC. The project is grounded in ILO principles and standards, and draws on Korea’s experience in labour dispute resolution to support the creation of an effective and sustainable system in Cambodia.

As part of the project implementation, this workshop will bring together government representatives, trade unions and employer organisations, as well as experts and researchers from the Korea Labour Employment Service (KLES). Participants will engage in discussions to address existing challenges and explore optimal solutions to strengthen Cambodia’s dispute resolution system. The findings from the discussions will serve as the foundation for evidence-based policy recommendations and practical action plans that KLES will help develop.

ILO will conduct diagnostic research on Cambodia’s current policies and related circumstances to identify the specific needs and solutions for improving labour dispute prevention and resolution mechanisms with the KLES. Based on this, ILO will develop actionable short- and long-term roadmaps and action plans, providing recommendations to support the effective implementation of these action plans by tripartite groups.

The active participation of all stakeholders will be critical in ensuring the long-term sustainability and effectiveness of Cambodia’s labour dispute resolution system.

By reinforcing mechanisms for labour dispute prevention and resolution, Cambodia will foster stable industrial relations, fair labour practices, and sustainable economic growth, benefiting both workers and employers alike.
