A commission is set to re-examine the recruitment of 135 civil servants into the Ministry of Civil Service. Ministry of Justice
A commission set up by newly-appointed Minister of Civil Service Prum Sokha is re-examining the recruitment of 135 civil servants announced by the ministry on February 18, said ministry spokesman Chhoeun Bunnarath.
The ministry issued a prakas dated April 16 which will repeal Prakas No 769 dated February 18 and Prakas No 1398 dated March 27. The recently repealed prakas dealt with recruitment and recognition of civil servants of the ministry.
The new prakas is in accordance with Prime Minister Hun Sen’s annotation dated March 31 and the Ministry of Economy and Finance’s Letter No 2219 dated March 26.
On April 23, the Ministry of Civil Service held a meeting to review the new prakas, which would cancel the recruitment of the 135 civil servants.

The ministry said: “The meeting resulted in the decision to form a committee to examine the irregularities in the recruitment of the 135 civil servants, in line with the decision-making spirit of the Royal Government and the principles of the Ministry of Economy and Finance.
“We are aiming to efficiently control the number of civil servants and staffing costs during 2020 in response to the Covid-19 issue.”
Bunnarath told The Post on Monday that the commission is in the process of examining the matter.
“The commission is working on its duty. As for how the result will turn out, we do not know yet. Please wait for the official result from the commission,” he said.
Minister of Economy and Finance Aun Pornmoniroth sent a letter to Sokha on April 20 regarding the matter.
“I would like to inform His Excellency Prum Sokha that in accordance with the annotation of Prime Minister Hun Sen dated March 31, the decision is as follows – in the context of Cambodia suffering from the Covid-19 outbreak, repeal Prakas No 769 dated February 18 concerning the recruitment of 135 civil servants into the civil service ministry.”
Pornmoniroth further stated that Hun Sen had also decided to suspend the provision of a special framework which allows the number of active civil servants to exceed the number of retired civil servants for all ministries and institutions until 2023.
On April 23, the Ministry of Civil Service released a statement to the public which said: “Due to the impact of the Covid-19 crisis, the recruitment of new civil servants for 2020 into ministries, institutions, national bodies and sub-national bodies has been temporarily suspended until further notice.”
