Officials in Kandal’s Loeuk Dek district receive land title management training on June 5. KANDAL PROVINCIAL ADMINISTRATION
In order to advance systemic land registration more effectively, the Department of Land Management, Urban Planning and Construction in Kandal province conducted a training course on the roles and duties of the administrative committees of three communes in Loeuk Dek district.
Teang Kosyara, deputy director of the provincial land management department, said on June 5 that the course was intended to help the administrative committees to gain a clearer understanding of the procedures for demarcating and measuring plots of land.
“The issuance of land titles will reduce disputes between neighbours,” he said.
“This course was conducted for village and commune chiefs and senior officials from three communes – Kampong Phnom, Prek Dach and Ka’am Samnor – in Loeuk Dek district to give them a clearer understanding of land registration procedures and laws and directives,” he added.

Kosyara requested that all the trainees cooperate with cadastral officials to measure land for people. He also called on them to share the work, so that land titles can be prepared more quickly.
Loeuk Dek district governor Lou Vanno requested that local authorities at all levels inform the public of their land boundaries. He also reminded all the committees to inspect state land, schools, pagodas, lakes and canals in the communes.
Rights group Adhoc spokesman Soeng Sen Karuna said on June 6 that the issuance of land titles would allow people to use their land more efficiently.
“I have noted that some people have not yet paid attention or sought land titles, as the process of receiving them seems slow,” he added.
“Those who are involved in land disputes often find that disputes are prolonged and that no solutions seem to be forthcoming. Therefore, I urge the relevant institutions to accelerate this work more effectively,” he said.
The provincial department said that to date, the provincial administration has issued 260,745 land titles. It plans to issue an additional 160,000 for Kandal.
The department urged all relevant officials and registration teams to make more efforts to carry out the systemic registration of land, in order to achieve the land management ministry’s vision of completing all land registration activities, and the issuance of titles, by 2030.
