A World Bank report on governance found that Cambodia had shown no improvement in
several key indicators between 1996 and 2006 - including corruption and the rule
of law. The report stated that while Cambodia had improved its political stability
it had shown little or no improvement in other categories. For many of the indicators,
including the ability of the government to foster business, as well as freedom of
expression and democracy, the report showed a decline. The report rated Cambodia
as one the worst countries in ASEAN, ahead of only Myanmar. In the case of the rule
of law, 92 percent of countries worldwide were rated better than Cambodia.
