The Constitutional Council of Cambodia (CCC) is due to finalise adjustments to the portions of teacher’s manuals that relate to the basic provisions of the Constitution in mid-May. Once the amendments are complete, they will be incorporated into the national curriculum.
A working group is set to render some overlapping points more concisely. This will ensure that a gradual progression through the grades is laid out in clear steps, making it easier for teachers and students to understand.
In an April 18 consultation, held at the CCC conference hall, council advisor Hor Peng described the book as well-written and comprehensive, especially in terms of legal terminology.
He explained that the research and the compilation of the book was done at a high level, and highlighted several legal aspects, both from Khmer history and overseas.
“We will have to add some supplements and simplify some portions so they are suitable for grades 1 to 12 before we can formally include it in the national curriculum,” he said.
CCC spokesperson Prom Vichet Akara, who also heads the working group, said that the book will become an important tool for training teachers across the country, as it will give them a deep understanding of Constitutional Law.
He added that although the book was prepared and agreed on by the working group, it was still open to input from several stakeholders.
“Some adjustments will be made until the first or second week of May, and then teachers will undergo training,” he said, adding that more consultation will be collected for consideration.
In a 2019 memorandum of understanding, the CCC and the Ministry of Education, Youth and Sport decided to formally introduce the Constitution into the state curriculum.
The CCC is responsible for providing technical assistance in preparing baseline and lesson content relating to the basic provisions of the Constitution, while the education ministry is responsible for publishing and disseminating the content.
