VACANCY ANNOUNCEMENT
The National Center for Tuberculosis and Leprosy Control (CENAT), as the Sub Implementer (CENAT-SI) for the Global Fund Grant of Tuberculosis and HIV/AIDS Grant (KHM-C-MEF), is the legal entity under the Ministry of Health in Cambodia. In order to manage the grant effectively with accountability and transparency as required by the Global Fund, CENAT-SI is seeking the qualified and experienced Cambodian candidates to fill the full-time jobs at CENAT-SI based in Phnom Penh as the following vacancy positions:
1.Finance Manager
Key Responsibilities:
− Coordinates with Focal Person for Finance in managing and administering the financial affairs of the CENAT-SI in accordance with MEF-PR’s policies, guidelines and procedures, and other obligations in the grant agreements;
− Coordinates with Focal Person for Finance in developing and − maintaining the various project accounts (accounting and financial management systems and records) in compliance with the SOPs and the Global Fund requirements;
− Coordinates with Focal Person for Finance in developing and maintaining budget work plan as required for the Global Fund projects;
− Prepares the financial reports and expenditure requests for submitting to the Project Senior Management for approval;
− Coordinates with Focal Person for Finance in managing the division of tasks within the financial team and provides support to more junior staff;
− Coordinates with Focal Person for Finance in monitoring audit results and ensuring appropriate response and actions are taken in relation to audit findings/ recommendations.
− Provides proper guidance and support to the SSIs in all financial matters pertaining to grant implementation;
− Coordinates with Focal Person for Finance in monitor budget work plan and expenditures, including conducting financial monitoring visits to all relevant SSIs;
− Reviews the budget work plan and financial reports submitted by SSIs.
Qualification Requirements:
− University Degree (or higher) in Accounting, Finance or related field;
− Minimum of five years professional experiences in accounting and financial management in related health sector, experience with GFATM project is an advantage.
− Strong leadership, management, and analytical skills. Proven ability to analyze reports or issues and to provide appropriate recommendations required
− Budgeting and budget management experience required and strong knowledge of effective management practices desired
− Excellent in English and computer skills−
− Knowledge of TOMPRO accounting system or similar accounting software is an advantage.
− Willing to travel within the country.
2. Senior Monitoring and Evaluation Officer
Key Responsibilities:
Under supervision and support from Monitoring and Evaluation Manager, Senior Monitoring and Evaluation officer performs the following functions:
− To monitor grant implementation, according to agreed work plans and M&E plans approved by GFATM/PR - MEF/MoH-LIT/CENAT-SI, according to agreed timeline, in compliance with GFATM M&E requirements and PR M&E Guidelines to ensure that SSIs achieve the intended results;
− To support chief of M&E in overall supervision of the M&E team and of all M&E activities carried out under the GFATM grants;
− To strengthen the NTP recording and reporting system and data usage for the program activities-To coordinate the revision and evaluation of the program components
− To oversee the management of the CENAT’s M&E database, including provision of technical support to other M&E officers(as required), to ensure efficient updates;
Qualification Requirements:
− Medical Doctor or equivalent degree;
− At least five year experiences in monitoring and evaluation within the health sector;
− Experience working in capacity building tasks;
− Experience in Data Quality Assurance procedures;
− Strong in speaking and writing English;
− Excellent in computer skills (MS Word, Excel, Access, Statistical Software, PowerPoint, etc.);
− Willing to travel within the country.
3. Monitoring and Evaluation Officer
Key Responsibilities:
Under supervision and support from Senior Monitoring and Evaluation Officer Unit, Monitoring and Evaluation Officer performs the following functions:
− As a working team member to M&E, develop and compile the CENATSI work plans and M&E plans for further review and approved by the Director of CENAT-SI before submitting to GFATM;
− Review and comment on all quarterly, semester and annual reports received from SSIs, assess their completeness and technical accuracy;
− Monitor, supervise and evaluate the implementation of grants by the SSIs according to the developed guidelines
− Ensure proper implementation of the approved plans and guidelines including conduction of the orientation and refresher training for SSIs.
Qualification Requirements:
− At least four year experiences in M&E within the health sector;
− University degree, preferably Medical Doctor;
− Good in speaking and writing English;
− Excellent in computer skills (MS Word, Excel, Access, Statistical Software, PowerPoint, etc.);
− Willing to travel within the country.
