Provincial Team Leader (1 Position)

Responsible for Stung Treng and Preah Vihear Province (To be based in Stung Treng Province)

  Job Summary: As a lead within the Regional Artemisinin Initiative 3 Elimination (RAI3E) project team, you will facilitate the achievement of project objectives in a specific geographic area through coordinating and reporting on project activities and providing technical guidance and advice to staff and implementing partner(s) advancing Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your coordination and relationship management skills will ensure that the project for which you are responsible applies best practices and constantly works towards improving the impact of its benefits to those we serve.   Roles and Key Responsibilities: • Organize and lead the implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices. • Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences. Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules. • Coordinate and oversee working relationships with all local project stakeholders and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact. • Supervise and perform ad-hoc inspections of various processes and resources at project sites to ensure timely project activities implementation and adherence to established process standards and procedures. Ensure proper monitoring and tracking of resource use for project activities through periodic budget reviews and follow-up with and assistance to implementing partner. • Support and coordinate capacity building and technical support activities to ensure assigned project activities are implemented per project guidelines and standards. • Coordinate provision of any logistical and administrative support to staff and partners. • Support MEAL processes, including ensuring quality of project monitoring (data collection, data entry, data cleaning and reporting). • Ensure project documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements.Assist with preparation of trends analysis reports and documentation of case studies and promising practices. • Proactively represent CRS and partners at provincial (Provincial Technical Working Group for Health) and other relevant forums in assigned province.   Basic Qualifications • Bachelor’s Degree required. Degree in International Relations or in the field of health would be a plus. • Minimum of 4 years of work experience in project support, ideally in the field of health and for an NGO. • Experience working on Global Fund grants is desired • Additional experience may substitute for some education. • Experience working with partners, participatory action planning and community engagement. • Staff supervision experience a plus. • Experience monitoring projects and collecting relevant data. • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.   Roles and Key Responsibilities: • Support the coordination and implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices. • Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist partners in their efforts to reflect on project experiences. • Support accountability through coordinating project evaluation activities and assisting partners in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with local partner(s) to prepare reports per established reporting schedule. • Collect information on staff capacity needs and technical assistance needs of partner organizations and monitor capacity building and technical support activities to ensure effective impact. • Complete project documentation for assigned activities. Assist with identifying information forcase studies and reports on promising practices. • Proactively represent CRS and partners at OD/AD and other relevant forums in assigned OD/AD.   Basic Qualifications • Completion of secondary school required. Finance/Administrative Officer (2 Positions)

To be based in Stueng Treng and Mondulkiri Provinces

  Job Summary: You will support the Finance department’s management of accounting systems, policies and procedures in compliance with CRS’ established accounting standards, Generally Accepted Accounting Principles (GAAP), donors’ rules and regulations, and legal requirements to support high-quality programs serving the poor and vulnerable. As part of an experienced finance team you will help coordinate daily financial activities through preparation and delivery of financial services.   Roles and Key Responsibilities: • Review and supporting documentation of financial transactions to ensure all required documents are accurate and complete. • Help ensure maintenance of all data required for processing financial transactions for assigned accounts in Insight financial accounting package. • Record delegated financial transactions following appropriate authorizations. Review various accounts to detect irregularities. • Help evaluate subrecipient financial management processes in accordance with policy and help strengthen capacity of partner in financial accounting and transactions. • Prepare delegated financial reports, as needed, • Help share information with subrecipients and staff on financial accounting policies and procedural compliance issues. • Project financial operations and day-to-day financial transactions of the field office. • Monthly financial operations, cash disbursement, cash advance and follow-up outstanding advance, liquidation, collection, review and checking supporting documents. • Support field staffs, subrecipient and stakeholders to enabling smooth bank transfers, Wings and other Electronic Funds Transfers to beneficiaries. • Financial monitoring and supervision to support field staffs, subrecipient, stakeholders and beneficiaries. • Assist/arrange the supporting documents of subreci-pient for Donor/stakeholder during their visit and verification expenditure in place. • Support subrecipient to prepare documents related finance/Procurement task if they required. • Work closely with subrecipient to ensure all supporting documents is kept in the safety place. • Support Subrecipient on project Asset maintain and verification • Assist in procuring for goods and services available in local market for project implementation such meeting/ training or workshop venue packages, other project materials/ goods. • Attend/Joinworkshop, meeting or training as need.   Basic Qualifications • B.A. degree in Accounting, Finance, Economics, Business Administration strongly preferred. Courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent). • Minimum of two years accounting experience, preferably with an international or local NGO, or a financial/banking institution. • Experience working on Global Fund grants is desired • Familiarity the relevant public donors’ regulations a plus. • Proficient in Excel and experience with Word and Power • Point. Knowledge of financial reporting software a plus.  

Driver (2 Positions)

To be based in Stueng Treng and Mondulkiri Provinces

  Job Summary: You will be responsible for driving national and international staff, guests and visitors in safety manner with following the local driving law and regulation and keeps good maintenance of vehicles, electricity equipment and any other materials and equipment of CRS and delivering service needs that support high-quality operations serving the poor and vulnerable.   Roles and Key Responsibilities: • Drive office vehicle to transport CRS staff on authorized agency business within Phnom Penh and to the provinces (this may require overnight stays of several days’ duration in the province). • Manage vehicle emergency kits and make sure proper use of the emergency items. Report to supervisor on used items and that need to fulfill. Provide first aid to passengers as necessary and possible. • Perform day-to-day maintenance of vehicles (which includes regularly checking tires, oil, spark plugs, brakes, battery, water and other vehicle parts to detect any vehicle defects). Performs minor repairs, clean, arranges for and oversees other repairs with skilled mechanics and Maintains daily logs of all trips, mileage, gas consumption, oil changes, greasing, etc. • Immediately reports any accident or damage of vehicles to supervisor, and ensures that all steps required by local law are taken. • Ensure the form of Disclaimer for Authorized others Users of CRS Vehicles has been using and proper record when any visitor allowed in CRS vehicles. • Inform to line supervisor and/or request for maintenance or repair when need. • Responsible for purchasing fuel and assist in purchase of vehicle spare part, batteries and other electric equipment complying with the CRS CP procurement procedures. • Assist Senior Procurement officer to collect quotations for purchase of vehicle spare part, electric equipment and other maintenance/repair services. • Dispatch and collect mail to/from Post Office and CCC once every three days and other institution as well as buses stations for mail to/from our field staff. • Assist operations and finance team for utilities payment such electric, water and other as per required. • Performance other tasks as per required by Supervisor/ Subregional Country Representative.   Basic Qualifications • Completed secondary/ or high school. • Hold an official Cambodian driving license and has a good driving record. • At least two year experience driving with local/ interna-tional organization or private sector. • Basic knowledge and skill in mechanics.
