FHI 360 serves more than 60 countries, all 50 U.S. states and all U.S. territories.   We are currently seeking qualified candidates for the following positions for a USAID Cambodia Enhancing Quality of Healthcare Activity (EQHA). The positions will be based in Phnom Penh, Cambodia.  

1- Database Management Specialist

  The database management specialist will help, guide and support with development and maintenance of programmatic database within the EQHA project/organization. Manages the development and implementation process for executing projects from design and development to production. Oversees quality control of the EQHA project database. Coaches EQHA team and target health providers to collect indicators. Develops and delivers progress reports, documentation, and presentations on database management. Builds and manages relationships with functional program units and sub-award partners.   Qualifications: Mater’s degree in database management and IT or relevant development program. Computer literate with strong skills in the use of ACCESS and other analytical software (ESRI, ArcGIS(mapping), DHIS2, MySQL, PostgreSQL). Familiarity with international program developments in management of server system. Knowledge of health and development program in Cambodia. Experience in Performance-based service delivery and program management. Experience working with the government sector. Knowledge and skills in training and facilitation, including developing curricula, job aids and other communication materials. Computer literate with strong skills in the use of MS Office packages (Word, Excel, PowerPoint). Excellent English oral and writing skills  

2- Policy and Knowledge Management Advisor

  Policy and Knowledge Management Advisor will support the EQHA team in the design, implementation and monitoring of activities under the first objective of EQHA project to improve policies, guidelines and standards for streamlined quality assurance. In collaboration with DCOP, leads development and implementation of project’s policy strengthening and coordination strategies. Develops strategies for stakeholder engagement, knowledge exchange, communications, policy advocacy, and capacity building.   Oversees effort to build capacity of key decision-makers in applying multi-sector quality improvement evidence to specific policies and programs in Cambodia. Serves as the liaison with internal and external partners related to policy update communications or uptake to ensure effective collaboration efforts. Writes and edits technical reports and documents. Assists with publications, web pages, and presentations.   Ensures strong knowledge management within the project, organizing information produced directly by the team but also by others in the field of quality and regulation of healthcare in Cambodia.   Qualifications: Master’s degree or its International Equivalent in Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field. Five to eight years of experience working in policy level and international development and strong knowledge and experience of the Cambodia health system. Experience facilitating coordination and evidence-based decision making. Proven skills in writing. Articulate, professional and able to communicate in a clear, positive fashion with clients and staff. Must be able to read, write and speak fluent English; fluent in Khmer.  

3- Driver

  The driver has responsibility for providing safe driving and messenger services as well as general assistance as assigned by supervisor. Drives safely staff to meetings and appointments as assigned. Responsible for good maintenance of the agency vehicle as well as keeping it clean and in good running conditions at all times. Keeps record of the vehicle logbook/calendar and reports to the FHI 360 Coordinator, Admin/HR on a monthly basis. Provides routine clerical assistance when requested, such as, photocopying, picking up of supplies.   Qualifications: High School Diploma/GED or equivalent. Excellent and safe driving skills. Good judgement and the ability to deal pleasantly and effectively with people. Possess high service-mind. Fair English Communication. Possessing a current driver license and references for safe driving record.   HI 360 has a competitive compensation package.
