Chief of Party (International 1 Position) To be based in Phnom Penh, Cambodia

  Job Summary: The Chief of Party will provide leadership and overall management of the IECD project to serve vulnerable and at-risk children in target regions of Cambodia. The Chief of Party’s leadership, management and technical knowledge will ensure the delivery of high-quality programming and advance the position of CRS as a leading agency in early childhood development, protection, nutrition, and agriculture. As a senior leader, the Chief of Party will proactively manage security and mitigate risks throughout project implementation.   Job Responsibilities: • Lead all aspects of the development, implementation and consolidation of the IECD project, including sharing how the project contributes to the thought leadership of the industry. Serve as the primary point of contact to USAID as well as public, private and non-government stakeholders. • Ensure the project is designed and implemented to meet donor expectations in terms of timely and quality results and budget, including strategies for phase out and sustainability. Ensure coordination between program and operations leads. Ensure the CRS program quality standards are adhered to per MEAL policy and procedures. • Effectively manage senior programming and operations talent. Manage team dynamics and staff well-being. MEAL Lead (National 1 Position) To be based in Phnom Penh, Cambodia

  Job Summary: The purpose of this position is to design, manage, strengthen and provide strategic direction to the Cambodia IECD’s MEAL system, ensuring cross-learning in MEAL among Cambodia-based projects, as well as collaborating on learning across the Mekong Sub-Region. S/he will work across CRS and consortium staff to build capacity of MEAL and project staff. The IECD MEAL Lead will be responsible for coordinating and supervising MEAL activities, particularly during times of emergency, and assessments required for learning and adaptive management. The IECD MEAL Lead will work closely with CRS program teams and partner staff to develop high quality monitoring systems and tools that address indicators set out in the project proposal. S/he will ensure that learning from projects is systematically captured and used throughout the country program. S/he will also take learning needs into account, develop and conduct capacity building for MEAL and program staff with support of the Chief of Party (COP), Deputy Chief of Party (DCOP) and Regional Technical Advisors (RTA) for MEAL. The IECD MEAL Lead is expected to have a high level of self-initiative and use critical thinking skills to identify and fill gaps. S/he should have the ability to work sensitively and positively with the IECD team and promote a learning environment – success of the post relies on this.   Job Responsibilities: MEAL Strategy and Design 1- Provide strategic high-level feedback, analysis and interpretation throughout the program startup and implementation processes. 2- Ensure that the IECD MEAL systems are in compliance with CRS’ global and regional policies, procedures, standards and strategic initiatives, and USAID MEL and Reporting Policies and guidance. 3- Provide strategic direction for the development and maintenance of MEAL systems and the roll-out of new initiatives. 4- Support the project team and MEAL team in the design and implementation of assessments, gender analysis, stakeholder analysis, organizational capacity assessments and other pre-program data collection and analysis. 5- Ensure the consistency of indicators and tools across all partners, sectors, and programs as appropriate, maintaining a bank of key program indicators. 6- Support programming staff to incorporate participatory methods into community level MEAL systems and tools. 7- Collect and analyze lessons learned and best practices from previous and ongoing programs capturing the impact of activities to ensure they feed into the IECD strategy as appropriate. 8- Leverage lessons learned, best practices, program data, evaluations and other information to generate donor communication pieces, proposal annexes, success stories, case studies and other high-quality, results-based documentation. 9- Work with the senior IECD management team to identify and pursue strategic opportunities for program expansion.   MEAL Implementation 1- Lead mandated evaluations, needs assessments, annual surveys, case studies and other research efforts. 2- Develop IECD MEAL operating manual using SMILER coaching methodology to ensure complete, up-to-date, high quality MEAL system, containing essential data collection tools, data flow maps and analysis plans to address need to know information for program quality and donor reporting. 3- Manage agency level MEAL requirements (e.g. annual data quality assessments, beneficiary count reporting and MEAL Policies and Procedures self-assessments). 4- Contribute to donor reports through high quality project data interpretation and report inputs. 5- Lead the project MEAL team to strategically prepare and review MEAL calendars and work plans. 6- Support learning-to-action events and reflection sessions to systematically analyze data to promote adaptive management and to document and incorporate lessons learned into program design and implementation. 7- Ensure MEAL and program teams regularly review and adjust MEAL plans and tools as needed by the project context. 8- Ensure that transparent high-quality accountability mechanisms, including beneficiary feedback and response mechanisms, are in place for IECD and are regularly discussed at the appropriate level with necessary responses and feedback documented. 9- Ensure that beneficiary feedback is adequately captured, addressed, analyzed and used by program team.   Capacity Strengthening 1- Collaborate with the Mekong Sub-Region MEAL Manager on the Cambodia MEAL Community of Practice to share learning, resources, and support across offices. 2- Develop and co-facilitate MEAL workshops and modules for staff and partners to share country program, regional and global MEAL tools, processes and best practices to cultivate a culture of learning. 3- Conduct orientations for new IECD program staff on CRS systems and key MEAL resources. 4- Provide mentoring to CRS and partner IECD staff to increase capacity and to achieve annual performance and development plans. 5- Remain updated with developments among the CRS MEAL community and worldwide MEAL trends and resources to ensure the IECD MEAL team is applying CRS MEAL guidance and policies appropriately and in a timely manner. 6- Conduct field monitoring visits events frequently with project teams and implementing partners. 7- Provide feedback to senior IECD program and MEAL staff to improve the overall MEAL system and ensure quality implementation of MEAL activities.   ICT for MEAL 1- Support the IECD MEAL and program team to develop strong project tracking, record keeping and filing methodologies for all activities 2- Work with MEAL and IT staff to maximize the value and utility of ICT4D in MEAL initiatives.   Education Background, Experience & Requirements: 1- Master’s degree in education, agriculture, nutrition, economics, statistics, bio-statistics, or other relevant subject with strong quantitative background. 2- Eight years’ experience working in a development setting preferably with an international NGO and/or USAID project experience in a prime role, with at least six years of experience progressively increasing MEAL responsibility in international development projects and at least two years of experience as a supervisor; USG and ICT4D experience preferred. Deputy Chief of Party - Technical Lead (National 1 Position) To be based in Phnom Penh, Cambodia

  Job Summary: The Deputy Chief of Party - Technical Lead (DCOP)will supervise and coordinate project activities to ensure that IECD interventions are effective and implemented according to proposal objectives and donor requirements. S/he will provide technical oversight to all project sectors and will strengthen communication, integration and harmonization of technical approaches across all Purposes. When necessary, the DCOP will fulfill Chief of Party (COP) duties as acting COP and will collaborate closely with implementation, technical and government partners. S/he will also ensure appropriate support to international and local implementing partners in collaboration with CRS internal departments (Finance, Human Resources, Commodity Management, Purchasing, Administration, etc.) as well as provide representation and liaising with national and local government counterparts as needed.   Job Responsibilities: Project Refinement and Organizational Learning • Contribute to the development of baseline data collection tools with the MEAL Team, Technical Leads and Gender Advisor. • Support senior technical staff in developing implementation strategies in collaboration with implementation, technical and government partners, ensuring that strategies align with CRS, donor and Cambodian Government policies. • Capitalize on project achievements and identify pertinent learning questions for improved program quality.    Project Implementation and Reporting • Facilitate development of CRS and partner annual DIPs (including the budget). • Responsible for the submission of consistently high-quality reports to donor, by planning with team members quarterly and annual program reviews, assisting in drafting reports, providing critical feedback and quality control. • With the COP, organize and facilitate Program Management Unit (PMU) meetings • Participate in the analysis of baseline data and contribute to the conception of the activities. • Address bottlenecks and scale up best practices to achieve high quality program implementation.   Partnership/Capacity Strengthening • Collaborate with the Chief of Party to draft partnership agreements with implementation, technical and government partners. • Strengthen the partnership with government authorities and support the project team in building/maintaining relationships and establishing agreements with the appropriate ministries and local authorities. • Coordinate with CRS technical teams in the training of technical partner staff, field agents and community volunteers on the use of data collection tools • Participatorily develop and implement capacity strengthening plans with local NGO and government partners for institutional development and progressive role/activity handover over course of project. • Accompany partners in project management, annual reviews and integration of activities. • Accompany partners in data analysis and the use of data to inform programming activities. • With the MEAL Team, train partners in data quality control systems. • Accompany partners in drafting quarterly and annual reports in a timely manner and relationships and mentor staff to achieve programmatic excellence. 4- Proven experience in early childhood development, MNCH, child protection, nutrition and/or agricultural programming, particularly in the areas of health and nutrition, agricultural livelihoods, and gender integration as well as community empowerment and community systems strengthening. 5- Demonstrated ability to strategically lead high quality technical staff and program managers. 6- Demonstrated analytic capacity and ability to write high quality reports in English. 7- Excellent partnership skills and the ability to
