Project Analyst
  The ADB-Cambodia Resident Mission (CARM) was established to assist its Headquarters in the implementation of projects and programs, in project processing, country programming, and economic and sector work. It also coordinates ADB’s activities with other resident diplomatic and donor missions, NGOs, academic institutions, local think tanks, private sector and other members of the civil society.   Description of Responsibilities To undertake analytical, statistical and administrative work in support of project administration and portfolio management to the Cambodia Resident Mission (CARM), to include, but not limited to, loan/grant/Technical Assistance (TA) administration, procurement of goods, works and consulting services, project financial management, and results monitoring.   Reporting Arrangement ♦ Supervisor: Designated International Staff and senior National Staff   Selection Criteria Specific criteria include ♦ Suitability to undertake the responsibilities mentioned above at the required level ♦ Bachelor’s degree in Engineering, Economics, Finance, Mathematics, Social Development or other relevant professional discipline ♦ At least 5 years of experience in development assistance, portfolio management or project administration ♦ Good knowledge of the project cycle (e.g. project planning; project implementation) and information management systems ♦ Good understanding on procurement and consultant guidelines in multilateral development banks ♦ Solid numerical analytical ability ♦ Able to undertake background research and analysis on complex but well defined tasks, collect and organize required data and information, apply appropriate computer skills in analyzing and presenting the data; and prepare notes, papers, and sections of reports ♦ Client focus and commitment to results ♦ Effective report writing and communication skills in English ♦ Proficiency in word processing, spreadsheets analysis and information technology ♦ Able to liaise and work effectively with staff within own work location and throughout ADB ♦ Able to work collaboratively with teams as a constructive team member ♦ Excellent oral and written communication skills in English   The Asian Development Bank’s vision is a region free of poverty.
