POSITION/TITLE: IT Application Manager
REPORTS TO: Head of IT
SUPERVISE: IT Application Officers
LOCATION: Phnom Penh, Cambodia

 

POSITION SUMMARY:
The IT Application Manager is responsible to manage a team of analysts and/or developers responsible for the organization's applications development and analysis function. Evaluates existing applications and associated integrations to determine technical changes and improvements. Sets and implements policies and procedures related to application quality standards and testing. Collaborates with IT team members and business steering teams to prioritize projects, tasks and user requests.  Responsible for estimating resources and timelines for projects and tasks and accountable for meeting completion dates of each. A wide degree of creativity and latitude is required.

 

RESPONSIBILITIES/ DUTIES:
♦ Assists in the establishment of best practices for application development and support and participates in strategic planning, team building, and other functions critical to the successful operation of the IT department
♦ Assists in determining the scope, budget, timelines and priorities of IT projects, and manages the complete software development lifecycle
♦ Assists in the development and implementation of IT policies, procedures, standards, and budgets required to maintain reliable systems and control costs and recommends system architectures and software acquisitions.
♦ Establishes and monitors departmental performance metrics and establishes a customer service mentality for the Application Team, which is based in continuous improvement, and meeting team goals for the year on productivity, quality of enhancements, and application availability
♦ Participates in strategic cross-functional management discussions to enhance and align all IT systems to support strategic objectives
♦ Establishes and enforces standards for all application processes, including user support / training, database performance, application architecture/programming, report formatting and distribution, data warehouse content management, etc.
♦ Oversees the development, installation, configuration, maintenance and support of all enterprise applications/systems.
♦ Provides mentorship for IT peers in areas of specific expertise and provides oversight, leadership, guidance, and professional growth opportunity for Application Team staff.
♦ Assesses resource needs, relative to software, and staff, which are to meet the overall objectives of the business
♦ Work under pressure, meet deadlines, and be flexible in working on multiple projects simultaneously
♦ Demonstrate excellent time-management skills with the ability to work independently with little supervision

 

Other Duties
♦ Assist CBC management with other tasks as required;
♦ Take initiative in doing other task appropriately; and
♦ Other duties as assign by supervisor or line manager.  

 

REQUIRED SKILL AND EXPERIENCES:
♦ Experience with managing enterprise application development
♦ Experience with cross functional business projects delivering on key company strategic initiatives
♦ Experience with application integration tools like B2B, MQ Series, MS messaging framework or other
♦ Experience with Enterprise Integration platforms, DB2 and AS/400 is a plus
♦ Demonstrated experience managing multiple projects and priorities in a rapidly changing technical environment
♦ Proficient with enterprise troubleshooting/monitoring tools and network operation concepts;
♦ Ability to think analytically;    
♦ Excellent technical communications skill and documentation;
♦ Strong oral and written communication skills in English and the ability to interact effectively and collaboratively both internally and externally;
♦ Demonstrates the ability to take the initiative and pay close attention to detail;
♦ Honesty, reliability, and a commitment to strict confidentiality; and
♦ Is self-motivated and committed to self-improvement.
