Call for Expressions of Interest for Consultants
  Project Description GIZ is a federally owned enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development. The “Support for Economic Cooperation in Sub-Regional Initiatives (SCSI) in Asia” Programme, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ, works with Cambodia, Lao PDR, PR China and Viet Nam in the context of the ASEAN-China Free Trade Agreement (ACFTA). The objective of the programme is to strengthen and improve the quality of economic cooperation between selected focus countries – Cambodia, Lao PDR and Viet Nam in the framework of ACFTA– and PR China, to ensure the equal inclusion of the countries’ interests in regional integration processes in Asia.   To provide technical assistance, GIZ SCSI is seeking qualified candidates to set up step-by-step guidelines on how to export 1.) mango, 2.), banana, 3.) longan, and 4.) dragon fruit to China to support SMEs in Cambodia. The contractors will compile the four separate guidelines in close cooperation and coordination with the GIZ SCSI Programme as well as their partners on site. The Guidelines shall serve as practice-oriented guide and learning material for Cambodian SMEs who aim at exporting their commodities to China. The guidelines shall be accompanied by PPT slides suitable for training sessions. Khmer is the language of all documents (Guidelines, PPTs).   The documents shall be issued together by two candidates (contractors), with one team leader and one supporting team member. The contractors need to be fluent in Khmer and English.   Duties and Responsibilities for Team Leader ♦ Lead in preparation of meetings and reporting ♦ Coordinating/ division of labour and structuring desk research and the outcomes ♦ Coordinating labour division and leading research and interviews with private and public stakeholders ♦ Coordination labour division and structuring as well as final editing of first draft of step-by-step guidelines of export procedures ♦ Finalising export guidelines after revision by GIZ and its partners on site as well as coordinating further research ♦ Drafting and finalising four PPTs based on the export guidelines ♦ Lead in presenting the finalised PPTs to GIZ and its partners on site ♦ Presentation of PPTs and Guidelines at a final Workshop in Cambodia   Qualifications and Experience for Team Leader ♦ Nationality: Cambodian ♦ 5 to 10 years relevant working experience ♦ Educational background in the field of economics, agricultural sciences, or business or a comparable programme of study (preferable PhD, alternatively master’s degree) ♦ Strong background in private-sector oriented trainings and human capacity building, private sector development ♦ Proven record of writing private sector development oriented guidelines, manuals, handbooks etc. ♦ Strong experience with import-export procedures (emphasis of exporting to China) ♦ Experienced in leading teams and planning projects ♦ Sound knowledge / experience within export-oriented private sector (SMEs) in Cambodia ♦ Sound understanding economic and export processes in Cambodia ♦ Sound understanding of Chinese import requirements ♦ Sound knowledge of the Cambodian fresh-fruit sector ♦ Sound knowledge on the Chinese market ♦ Strong drafting and reporting skills in Khmer and English   Duties and Responsibilities for Team Member ♦ Support preparation of meetings and reporting ♦ Research and compiling data ♦ Supporting and conducting research and interviews with public and private stakeholders involved ♦ First drafting of export guidelines based on research and interviews ♦ Revision of export guideline draft based on feedback from GIZ and its partners (e.g. further research, etc.) ♦ Issuing first draft of four PPTs based on export guidelines; ensuring training component of the material ♦ Supporting PPTs presentation; record feedback; supporting revision ♦ Supporting presentation of PPTs and Guidelines at a final Workshop   Qualifications and Experience for Team Member ♦ Nationality: Cambodian ♦ 3 to 7 years relevant working experience ♦ Educational background in the field of economics, agricultural sciences, or business or a comparable programme of study (master’s degree or PhD) ♦ Strong background in private-sector develpment and human capacity building ♦ Record of writing private sector development oriented guidelines, manuals, handbooks etc. ♦ Experience with import-export procedures (preferred exporting to China) ♦ Sound knowledge of or experience within the export-oriented private sector in Cambodia ♦ Sound understanding economic and export processes in Cambodia ♦ Good understanding of Chinese import requirements ♦ Sound knowledge of the Cambodian fresh-fruit sector ♦ Good knowledge on the Chinese market ♦ Fluency in Khmer (mother tongue), Fluency in English ♦ Strong drafting and reporting skills in Khmer and English   Any interested individuals may request the TOR and Assessment Grid from GIZ Office Phnom Penh by e-mail to [email protected] until 13 Oct 2017.
